This article provides information about the Single Data Return (SDR), including who needs to submit SDRs, what information is collected, and what the data is used for.
What is the Single Data Return (SDR)?
The SDR is an electronic database of learner enrolment and completion information required by the Ministry of Education (MoE) and the Tertiary Education Commission (TEC).
The SDR provides one central point for the collection, processing, and delivery of information (for relevant funds) from tertiary education organisations (TEOs) to MoE and TEC.
Who needs to complete an SDR?
TEOs are required to complete an SDR if they:
- receive Qualification Delivery funding (DQ1-2, DQ3-7, and/or DQ7-10), unless the delivery is work-based only
- receive Youth Guarantee (YG) funding
- have learners who are accessing student loans or allowances from StudyLink.
TEOs need to complete an SDR four times a year:
- All valid enrolments are reported in the Indicative (IND) SDR in March each year.
- Course and Qualification completions are reported in the SDR three times a year in April, August, and December.
Completing an SDR is a condition of funding. Late or incomplete submissions can result in delays of scheduled funding payments from TEC.
TEOs must:
1. Complete the fields in the SDR in accordance with the 'Data Specifications for SDR' (docx) and the 'DXP Data Classifications Appendices' (xlsx).

2. Submit the information through DXP Ngā Kete within the specified period.

What information is needed for the SDR?
Information is required on student characteristics, course enrolment details, course and qualification completions, course details, and actual and forecast EFTS.
- This information is based on data obtained from TEOs’ student management systems (SMS).
- If your TEO is required to complete SDRs, all students who have a confirmed student enrolment their SMS need to be reported, including non-funded students.
What is the information used for?
The information collected in the IND and SDR is used for the purposes of funding, monitoring performance, publishing performance information, statistical reporting and policy formation.
