Summary

This article provides information about which source of funding (SoF) code to use when reporting non-funded learners in the SDR. 
 

How are non-funded learners reported in the SDR?

All learners must be reported in the SDR, including non-funded learners.

Non-funded learner enrolments should be reported using the relevant source of funding (SoF) code, ie:

  • SoF 02 for International Fee paying students, or
  • SoF 03 for Domestic Full fee paying students.

 

When to use SoF 03

SoF 03 can only be used to report course enrolments in:

a. Qualifications and training schemes not approved in DXP Ngā Kete as eligible to access TEC funding (this includes PTE Certificates of Personal Interest / CPIs).

  • Note for PTEs:
    • All course enrolments in qualifications that are approved in DXP Ngā Kete as being eligible to access DQ funding (eg, DQ3-7) and that are listed in your agreed MoP for DQ funding, must be reported under SoF 01 (not SoF 03).
    • If you are reporting any learners under SoF 03 in your SDR, please email TEC at customerservice@tec.govt.nz to explain the reason for using the SoF 03 code.
       

b. Doctoral study where the four EFTS threshold for DQ funding SoF 01 has been surpassed.

  • If you already report these EFTS under SoF 03 you can continue to do so, but you now need to manually VoS the enrolment through to StudyLink with SoF 01.
    • Notify StudyLink of this through its Student Allowance Knowledge Base.
    • StudyLink will lock down the student file with SoF 01 so the student can access any loan entitlement.
    • Under this option, the enrolment will show as SoF 03 in your SMS and in the SDR.
  • If you already report these EFTS over the four EFTS threshold under SoF 01 you can continue to do so, but zero the EFTS factor so as not to claim DQ funding and so the delivery is not included in your delivery volume.

When to use SoF 31

Use SoF 31 'Non-funded confirmed student enrolments' to report learners who you are no longer claiming funding for because the learner withdrew from the course after the fees refund period had passed (and your organisation retained all or part of the fee when the student withdrew).

Please note that if a learner withdraws before the fees refund period ends, they do not need to be reported in the SDR.
