Summary
This article provides information on the Gateway programme, including an overview of the role of a school’s Gateway Coordinator, and the role of the Tertiary Education Commission (TEC).
It also advises where to find the Gateway Handbook.
What is the Gateway programme?
The Gateway programme is for Year 11 to 13 secondary school students who want to explore job options while studying towards NCEA Levels 1 to 3.
Each student is given an individual learning programme:
a. Students attend a work placement in their area of interest one day a week.
- Learners are placed with an employer who can deliver the learning plan.
- The work placement is for a sustained period to ensure planned learning goals are met. This may be over a period of weeks or months.
- The placement should be relevant to each learner’s learning and vocational goals.
b. Students also complete Gateway modules - these can either be relevant to their career choice, or more focused on generic work preparation and career exploration.
Notes:
Gateway is government-funded for domestic students only; international fee-paying students are not eligible for Gateway.
We provide Gateway funding so schools can meet the costs of arranging and managing workplace learning for enrolled students, including workplace assessment.
- The intention of the Gateway programme is to support students’ transitions into the workplace.
- Students are not expected to pay any costs associated with Gateway.
- Students should not be paid while on their work placement.
- Gateway funding is not to be used to pay for students to attend courses provided by tertiary education organisations (TEOs).
What is the school's role?
The school employs a Gateway coordinator who:
- arranges and supports the learner’s work placement
- manages the assessment of Gateway learning
- develops relationships with employers and industries to support learners' work placements
- provides information to TEC in accordance with the reporting and monitoring requirements described in the funding conditions.

What is TEC's role?
TEC:
- administers Gateway funding
- monitors the programme to ensure schools meet their contractual obligations
- monitors programme performance through enrolment and credit achievement
- provides information (primarily through the Gateway Handbook and TEC website) to assist schools to enhance programme quality.
